MINUTES OF THE BOARD OF DIRECTORS’ MEETING November 1, 2018
A meeting of the Board of Directors was held at Noble High School in North Berwick, Maine on November 1, 2018 at 6:30 pm, with all members present except Ms. Potter. There were 24 in the audience.
Mr. Doiron made the motion and it was seconded by Ms. Schaeffer to go into executive session pursuant to 1M.R.S.A. §405(6)(B) Suspension of Student. All members voted in favor and the motion passed. In at 6:33 out at 6:49pm.
Mr. Doiron made the motion and it was seconded by Ms. Beal to suspend the student under consideration for up to 45 days. All members voted in favor and the motion passed.
The Vice Chair addressed the audience regarding the norms of Public Input.
None at this time
Ms. Beal made the motion and it was seconded by Ms. Mallett to accept the minutes of October 4, 2018. All members voted in favor except Mr. Doiron and Ms. Schaeffer who abstained and the motion past.
Mr. Doiron made the motion and it was seconded by Ms. Beal to accept the minutes of October 18 as amended. All members voted in favor except Ms. Mallett who abstained and the motion passed.
Student Report: Mr. Mallett shared the student report as follows:11/1/2018
- Student Council Elections
- Elections start the 16th of November- the 19th.
- Increased awareness about student government is generally good, but I think that student council needs to make some changes to the general perception of the student body.
- NHS school production of “Once Upon A Mattress”
- Dates are the 9th and 10th at 7, and the 11th at 2
- It is a comedic musical twist of “The Princess and the pea.”
- Halloween dance on the 27
- Good feedback
- But not many people came
- Sports are wrapping up for the season.
- School store is still a work in progress but we are looking to be open every Friday at a minimum.
- Jostens Ring presentation went well, they gave a few “Class of 2021” Shirts to give away.
- They gave the class of 2021 a $200 donation.
- Although general interest in purchasing a class ring was quite low, we did have quite a lot of people take packets.
- P/TC are coming up on the 8th and the 15th.
- Sophomore field trip to Boston on the 19th
- Student vote for Maine: governor, senate and representatives.
The Superintendent shared with the board a set of policies that were reviewed at the subcommittee meeting last week.
JFAA(nr) Admission of Resident Students. Taken as is except for the change of one word from health to immunizations records. Ms. Hopper made the motion and it was seconded by Mr. Doiron to approve the policy as amended.
JLC(nr) Student Health Service. The policy subcommittee made the recommendation to delete this policy as it does not perform a function. Mr. Doiron made the motion and it was seconded by Ms. Schaeffer to delete policy JLC Student Health Services. All members voted in favor and the motion passed
JLCCB(nr) Life-Threatening Allergies The policy subcommittee made some additions to the policy which emphasizes that we are allergy an allergy aware district. An additional cross reference was added. Mr. Doiron made the motion and it was seconded by Ms. Beal to approve this policy as presented. All members voted in favor and the motion passed.
JLCCB-R(nr) Administrative Procedure Life- Threatening Allergies There were several changes made to the policy. New language around developing an Emergency Medical Plan was included. The language that pertained to banning was taken out as we are not able to assure a ban. Mr. Doiron made the motion and it was seconded by Ms. Mallett to approve the policy as amended. All members voted in favor and the motion passed.
JLIE(nr) Student Automobile Use and Parking: The recommendation was to remove this policy from the board book and move it to the student handbook Mr. Doiron made the motion and it was seconded by Ms. Mallett to delete this policy. All members voted in favor and the motion passed.
The Superintendent then shared with board the policies that are being reviewed as first readings going forward. Those policies are:
JLG(nr)- Education of Homeless Children and Youth
JLF(nr)-Reporting Child Abuse and Neglect
KE(nr)- Public Concerns and Complaints
Ms. Neubert and Ms. Beal shared with the board highlights from the Maine School Board Association conference that occurred October 25th and 26th. Ms. Neubert shared her experience as a delegate and the information that was discussed around the proficiency based learning or diploma. Ms. Neubert and Mr. Connolly discussed the keynote speaker, Jamie Vollmer and his platform about Building Public Support for Public Schools. The book is called Schools Cannot Do It Alone. Ms. Beal discussed the workshops that she attended. One on vaping, one on branding your school, one on dealing with difficult folks at public input time. Ms. Neubert shared that her favorite presentation was the one that was on The Ryan Home Project that the Assistant Superintendent shared. Thanks Nancy for your support!
The facilities and finance subcommittee had an update from Neil Rapoza of Civil Consultants and the estimates of costs for the big projects that are being discussed for the next five years. There will be a Lebanon Facilities Tour on November 29th from 6-7:30 pm. Mr.Rapoza will be there to present.
The Superintendent then discussed with the board, “How Not to be a Terrible Board Member” Habit #18: Argue with a Hostile Speaker.
The Superintendent shared the name of Claire Helene Gaudissart as a candidate for the French teaching position at Noble High School. Mr. Doiron made the motion and it was seconded by Ms. Beal to approve Ms. Gaudissart as the French teacher at Noble High School. All members voted in favor and the motion passed.
The Superintendent shared with the board that Joanne Potter was recognized by the MSBA for 15 years of service on MSAD 60. Her service is very much appreciated!
The board was updated on some excellent fun activities at NMS this week at in honor of Halloween. “Book-o-ween” occurred and parents were invited in for coffee at 7:15-8:15, 95% of the staff were dressed as characters from their favorite books.
The Assistant Superintendent reminded the board that they are invited to the Dedication Ceremony at The Ryan Home on Saturday, Nov. 3rd at 6 pm. Please join us.
Congratulations to the Noble Football team for making the playoffs. Great Job!
Congratulations to the Noble Girls Soccer team for making the playoffs, winning against Portland and making everyone proud.
Second Public Input:
Ms. Terry Wright of Berwick asked about the location of the next school board meeting. It will still be here even though there are parent teacher conferences.
