MINUTES OF THE BOARD OF DIRECTORS’ MEETING April 25, 2017

A regular meeting of the Board of Directors was held at the Noble High School in North Berwick, Maine on April 25, 2017 at 7:00 pm, with all members present except Mr. Price, Ms. Manley. There were 2 in the audience.

Public Input

Ms. Deb Butler, a special education teacher in Berwick, shared her concerns regarding the elimination of the social worker position at the K-5 level. She is hoping that the plan to provide the services for K-5 will be as consistent as it has been in the past two years.

Mr. Smith made the motion and it was seconded by Ms. Olean to approve the minutes of April 13, 2017. All members voted in favor and the motion passed.

Ms. Wheeler asked for the board to define the role of the student board member and the process by which the person is chosen. The superintendent will review the process with the high school administration and get back to the board with details.

Mr. Price entered the meeting at 7:18 pm.

The superintendent updated the board on the budget timeline for the remainder of the process.

Adult education director Brenda Gagne, discussed the adult education budget and presented an update to the board. After some discussion, Ms. Wheeler made the motion and it was seconded by Ms. Potter to approve the proposed Adult Education budget. All members voted in favor and the motion passed.

Ms. Manley entered the meeting at 7:45 pm.

The board then discussed the final draft of the district budget. We reviewed the information regarding increases to sports fees to bring in an additional $6000 and reduced supplies for athletics by $7000. The board had lengthy discussions regarding the SRO position at the middle school and whether it should be full or part time. We also discussed behavioral concerns throughout the district and the board asked the superintendent to do some work on developing a Response to Intervention Behavioral Program. The Board chair then asked for a general overview of the impact to the budget by school. The assistant superintendent shared with the board the run down of positions by school. Board members asked several questions and discussed the budget topics for a lengthy period of time to get to the place where they could make a decision on the budget.

Ms. Wheeler made the motion and it was seconded by Ms. Olean to adopt the district school budget of
$39,400, 920.00 that represents a 4.04% increase for local taxes. All members voted in favor except Mr. Price and Ms. Manley who opposed and the motion passed.

The Business Manager discussed general rough preliminary estimate for increases in property taxes based on a $200,000 home. Per year it will be $118 for Berwick, $56 for Lebanon and $79 for North Berwick. Those are just a general number for people to go by. The towns will calculate the exact number per person.

Other Business:

The superintendent shared with the board an updated calendar of budget meetings.

The superintendent updated the board on several potential bills that will impact education.

Ms. Olean asked questions regarding the evaluation system and how things are going in terms of completion etc. She asked for any information regarding other towns and how they are surviving the evaluation mandates.

Mr. Price made the motion and it was seconded to go into executive session pursuant to Executive Session Pursuant to 1 M.R.S.A §405(6)(D) Negotiations. All members voted in favor and the motion passed. In at 9:47 pm. Out at 10:08 pm
